※ IRA Section 45X와 전해액

Eligible components include certain solar energy components, wind energy components, inverters, qualifying battery components, and applicable critical minerals.
IRA의 세부지침인 Section 45X에 따르면, 태양광/풍력 부품, 인버터, 배터리 부품과 핵심광물이 생산세액공제(AMPC) 대상에 포함되어져 있는 것으로 나옵니다. 

(D) Electrochemically active materials. Electrochemically active materials that contribute to the electrochemical processes necessary for energy storage means battery-grade materials that enable the electrochemical storage within a commercial battery technology. In addition to solvents, additives, and electrolyte salts, electrochemically active materials that contribute to the electrochemical processes necessary for energy storage may include electrolytes, catholytes, anolytes, separators, and metal salts and oxides. (Page 79)

여기서 주목해 볼 만한 것은 배터리 부품인 전해액과 핵심광물인 전해질염, 용매, 첨가제도 함께 포함되어져 있다는 점입니다. 

즉, 전해액도 AMPC 세액공제 대상에 포함되어진 것으로, 2024년 2월 22일 45X가 최종 확정되면 현재 미국에서 생산중인 전해액 업체들은 생산세액공제를 신청할 수 있다는 의미가 됩니다. 

현재 미국에서 전해액을 생산하고 있는 업체인 엔켐과 솔브레인홀딩스는 바로 생산세액공제 대상이 될 수 있습니다. 타 분리막 및 전해액 업체들도 향후 미국에 생산시설을 건설하고 가동에 들어가면 그 대상이 될 수 있습니다.

미국 재무부와 국세청은 2023년 12월 14일 IRA 세부지침인 Section 45X(Section 45X Advanced Manufacturing Production Credit of the International Revenue Code)을 발표하였음. 

45X에 대한 최종 지침은 60일간의 의견수렴을 거쳐, 2024년 2월 22일 공청회를 거쳐 최종 확정될 예정.

IRA의 45X 조항은 태양광, 풍력, 인버터, 배터리(셀, 모듈, 부품) 및 핵심광물 등을 미국 내에서 생산할 때 생산세액공제를 제공. (AMPC)
생산세액공제는 2030년부터 단계적으로 감소하여 2032년 완전히 감소하며, 공제 금액은 생산되는 부품과 판매되는 부품에 따라 달라짐.
